iPhone: open this site in Safari, tap Share, then Add to Home Screen for a full-screen app you tap to open. A moving wallpaper behind your icons is not possible on iPhone, but you can Record a loop here and set that clip as a Live Photo on your lock screen.
Android: open in Chrome, tap the menu, then Add to Home screen. A true live wallpaper is on its way with the Android app.
